The Baen Free Library has several of Weber's books available; it looks like fourteen of them are there for the taking. (Grab 'em from Baen, not the torrent sites; that lets Baen know someone's interested in them, and it guarantees you have the right version. And you get more choice of file formats.)
I believe some, perhaps almost all, are available through the downloadable CDs at Fifth Imperium.
Baen's attitude towards ebook sales is "please try them for free; try lots to make sure you like them; we figure you'll eventually pay for them if you do. Or maybe you'll convince someone else to pay for them. Or you'll buy a hardcopy for a friend. Whatever."
