I think what most people don't seem to get is that even if you managed to stop all pirating that would not necessarily turn a person into a buyer! I think the publishers are so focused on "pirating" that they forget to focus on what's really important which is what do the people buying their books want and what is preventing them from selling to those that aren't buying. You said it better though. :)

I know for myself I don't hesitate to buy a 1 dollar ebook but or even necessarily a 4-6 dollar ebook but after 6 dollars I go and look to see if I can find a another version.
