The subscription, now that I look, is $8.95 a year. I don't know what the advantage of a subscription to their "World Public Library" would be, other than a single search engine that covers all the libraries regularly on offer.
The offer of free access and free downloads for this month, using their search engine, seems to be done with the knowledge of Project Gutenberg along with others who are listed on their info page. I've already used it for five or six books, including audiobooks, not on Gutenberg.
